Then they said, "Come, let us build ourselves a city and a tower with its top in the heavens, and let us make a name for ourselves, lest we be dispersed over the face of the whole earth."

When God commanded man to "be fruitful and multiply" he meant it. The people who wanted to build the tower of Babel were unwilling to multiply and fill the earth, they wanted to be isolated in one region. This was against God's will so he dispersed them
