The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is.

"Is not" means dead. So, this verse is saying that the beast was alive, then died, then came back to life. "They that dwell on the earth shall wonder" alludes to something big enough to cause people the world over to stop and wonder. So, this isn't going to be some smaller event that not everybody would even care about or some event that's up to different interpretations, etc.
