Earlier verses in this chapter spell out how there are no longer distinctions between groups of people when it comes to faith in Christ, which leads up to this verse that says it's "built upon the foundation of the apostles and prophets..." This ties in with Revelation 21:14 concerning the holy Jerusalem, "And the wall of the city had twelve foundations, and in them the names of the twelve apostles of the Lamb."
