The next day, Moses took his seat to hear the people’s disputes against each other. They waited before him from morning till evening.

Starting at verse 13 and ending at verse 23, Jethro, Moses's father-in-law, sees the burden Moses carries as the Israelites' leader. He gives Moses some sound advice on how to be an effective leader and how to delegate responsibilities to others who he can trust to get the job done right. While the smaller, everyday issues are handled by those elected to do so, the leader has more time to deal with the bigger issues that affect everyone.
