As depicted in the movie "The Ten Commandments," God only spoke to Moses when He gave the people of Israel these commandments because they were sinning in the eyes of the Lord. But it clearly states here that God Himself addressed the Israelites and made known the Ten Commandments to them. And they had not yet begun to worship idols or sin against God.
