If a man be found stealing any of his brethren of the children of Israel, and maketh merchandise of him, or selleth him; then that thief shall die; and thou shalt put evil away from among you.

This isn't the first time the penalty for kidnapping and slavery was put into writing.
Exodus 21:16 says this also, just not in as specific terms. This refers to the "children of Israel".
