Wherefore tongues are for a sign, not to them that believe, but to them that believe not: but prophesying serveth not for them that believe not, but for them which believe.

This makes sense.
Remember the first conversion in the Acts 2? “How is it that these men speak in our language?”
And that promoted the question of what could give them that ability, being that the crowd knew the apostles were not from the places where that language originated.
