Matt 18:23-27 talks about God's compassion for us & His ability to forgive us when we humble ourselves & ask for forgiveness. Matt 18:28-34 reminds us to have that same compassion for one another. We should just as easily forgive one another as God has forgiven us. We should not hold each other's debts against each other & punish each other, through lack of forgiveness. Instead, God wants us to have compassion for one another and forgive each other, just like He has compassion for us & forgives us.
