God is telling Job to prepare himself for God's Speech. The speech will be a question and answer secession. God will ask the questions and Job will answer if he can. Why did God speak so sternly to Job, but not the others? Because Job is worth more than the others. God had a real gem in Job, and He will put him to the grind stone to polish him again and again while the others are ignored.
